Hello, I develop a web GIS portal with different purpose: it's a multiuser gis game in a real place location. You can enter at: http://pv2.homelinux.com . I use tools 100% free like OpenLayers, PostGis, Spring, Hibernate, DWR, etc. You only need a user name, you can enter without registration process. Your user appear into one small village, you can walk, talk with other user logged (near your position), look at in one direction, talk with virtual users, take and use objects, enter into the buildings.
