Civilian Casualties in the Colombian Conflict--A Spatial Analysis - Technical Paper

Perhaps this article was not written with the intentions of analysing the 'causes of conflict' in Colombia's 50 year civil war, but this information is a necessary piece of the solution when combined with others pieces of the puzzle that will bring this conflict to a final end, but there are other things that need further explanation. The authors, maybe unintendedly, imply that the cause of the conflict in Colombia was conflict itself, and that the solution, therefore, will be to mitigate with increased security the end of the conflict. In a well organized manner, the article presents the divisions and justification for presenting the data as they did. The ultimate reasoning for presenting the information was, after all, to anilyze 'civilian casualties.' Where the article falls short is in its recommendations of what will improve the "human security" in Colombia. This section could have been left for other looking into the solutions to the conflict. To bring recommendations, one has to anylize the conditons that would create an stable economy that benefits a much larger segment of the population in Colombia. To anylize solutions, one has to take into account what kind of social and economic conditions exist in Colombia that continue to produce recruits for both the Guerilla and the Paramilitary-somthing probably worth several texts. And, finally, to anylize that, one has to consider what kind of government Colombia has that representation democracy is lost to those that expect to served by their government, security and otherwise. The other part of the article where more information could have been presented, and was alluded to in the introduction, is the marriage of the guerrillas and ultimately the paramilitaries and narcotraffic, perhapes by presenting occurrences of violence with areas controlled by both guerrilla/narcotrafficers and or parmilitary/narcotraffic. This would also present the series of events that ultimately increased with severity the level of conflict and violence, and the subsequent events leading up to the various negotiations and cease fire situations that followed.
