Hi, I'm (extremely) new to GIS and related technologies.  I am looking to get started but don't know where to begin.  I need something to allow me to interpret map data, specifically road.  I.e. If my long. and lat. are xx and yy, I would like to know what happens at xx + 1 and yy.  Is this possible?  I also need something that does not require an internet connection, so the data must be pre-loaded.  Does technology like this exist?
