I am currently working with ArcMap. I have a contour layer (polyline) and I'm trying to add building (polyline or polygon) and vegetation (polyline or polygon) heights to the elevations on the contour layer in order complete a viewshed analysis for a river corridor. I can't seem to figure out how to add these layers together to give me a more accurate landscape model. Everything I have read suggests that I need ArcScene or 3D Analyst. Is there any other way to do what I need to without forking over the thousands of dollars for either of these programs??

You will need some software that will allow you to build a TIN. Contours are generated from the TIN. ArcGIS really does not do a good job working with break lines and points to create TIN(s), but at least allows one to add elevated data to an existing 3d dataset. I like to use Terramodel to create a TIN then export it to ArcGIS to create a 3D model. So the short answer is yes, you will need additional ESRI software.
